Liquidante do Banco Master barra acordo e Rioprevidência corre risco de perder R$ 1,2 bilhão

A tentativa do Rioprevidência de recuperar cerca de R$ 1,2 bilhão investidos no Banco Master sofreu um revés. O liquidante nomeado pelo Banco Central rejeitou a proposta de trocar os investimentos feitos pela autarquia por precatórios estaduais e federais, principal alternativa para reduzir o prejuízo.

Segundo a empresa responsável, a operação não poderia avançar porque beneficiaria apenas um credor — o Rioprevidência — entre diversos, o que não é permitido em processos de liquidação. As informações são do jornal “O Globo”.

Com isso, cresce a possibilidade do governo estadual ter que cobrir o rombo, caso o fundo previdenciário não consiga reaver os recursos que fazem parte da reserva usada para pagar aposentadorias e pensões de servidores que ingressaram no serviço público nos últimos anos.

Investimento feito no Banco Master não conta com a proteção do Fundo Garantidor de Crédito

O dinheiro foi aplicado em letras financeiras do Banco Master, um tipo de investimento de longo prazo que não conta com a proteção do Fundo Garantidor de Crédito (FGC). Entre outubro de 2023 e agosto de 2024, o Rioprevidência investiu R$ 970 milhões nesses papéis, com vencimento previsto apenas para 2033 e 2034.

Além disso, o Tribunal de Contas do Estado (TCE) aponta que outros R$ 1,5 bilhão do Rioprevidência foram aplicados em fundos administrados por corretoras ligadas a Daniel Vorcaro, controlador do Banco Master. Esses investimentos são investigados tanto pelo TCE quanto pela Polícia Federal.

As negociações para a troca das letras financeiras por precatórios começaram em setembro de 2024, antes da intervenção do Banco Central. Na época, o banco informou ao Rioprevidência que possuía cerca de R$ 8 bilhões em precatórios, o que permitiria a operação.

Em novembro, porém, o BC decretou a liquidação do Master, afastou Vorcaro da gestão e nomeou Eduardo Felix Bianchini como interventor, o que interrompeu o acordo.

Mesmo sem a conclusão da negociação, o Rioprevidência chegou a afirmar publicamente que não haveria prejuízo aos aposentados. Paralelamente, a autarquia recorreu à Justiça e obteve uma liminar que permite reter parte dos repasses de empréstimos consignados feitos por uma empresa do grupo Master. O valor retido não foi divulgado.

Um parecer do Ministério da Previdência Social indica que, se o Rioprevidência não tiver recursos suficientes para pagar aposentadorias e pensões, o estado do Rio é obrigado a complementar os cofres.

A análise foi enviada à deputada federal Laura Carneiro (PSD), que questionou o governo sobre os investimentos. Segundo o ministério, há uma apuração em andamento, mas o processo corre sob sigilo.

No início de janeiro, o Rioprevidência também pediu o resgate de R$ 250 milhões aplicados no fundo Revolution, administrado por uma corretora do grupo Master. O TCE identificou indícios de irregularidades nesse fundo, que recebeu mais de R$ 400 milhões da autarquia mesmo após surgirem alertas sobre a situação financeira do banco.

Em nota ao “Globo”, o Rioprevidência afirmou que segue em diálogo com o Banco Central e garantiu que não há risco de atraso no pagamento de aposentadorias e pensões. A autarquia também disse que decisões judiciais recentes asseguram o equilíbrio financeiro do sistema previdenciário estadual.
