O presidente da Assembleia Legislativa do Amazonas (Aleam), deputado estadual Roberto Cidade (UB), comandou, nesta quarta-feira (10/12), a Sessão Ordinária que apreciou 91 matérias legislativas, entre elas a Lei Orçamentária Anual (LOA) 2026, que fixa o orçamento do Estado em mais de R$ 38 bilhões. A LOA detalha a previsão de arrecadação do governo e a fixação das despesas para o exercício fiscal de 2026. À LOA os parlamentares estaduais apresentaram 646 emendas, sendo 447 individuais e 199 de bancada. A área que mais recebeu emendas foi a de saúde, com mais de R$ 300 milhões.
De acordo com o deputado-presidente, em comparação à LOA 2025, a LOA 2026 teve um aumento de cerca de 20,9%.
“O Amazonas, como um Estado pulsante que é, cresce a cada ano e, naturalmente, há a tendência de crescimento. Hoje, a Assembleia Legislativa cumpriu com seu papel constitucional e aprovou a Lei Orçamentária Anual. Todos os percentuais constitucionais foram cumpridos, tais como o investimento em educação, que é de 25% do orçamento do Estado. Na questão da saúde, o Amazonas é um dos estados que mais investe nesta área. A média dos estados brasileiros é em torno de 14% de investimento na saúde, já o Estado do Amazonas chega até a ultrapassar os 20%. Nos últimos anos ficou entre 18% a 20%”, explicou Cidade.
No que se refere ao repasse de emendas parlamentares para a área de saúde, o deputado-presidente relembrou que, desde a pandemia da Covid-19, a Aleam estabeleceu um teto específico de repasse.
“Em relação à destinação de emendas parlamentares, quando cheguei à presidência, reformulamos a lei de emendas parlamentares e a emenda impositiva desde então tem a obrigatoriedade de ser 50% destinada para área da saúde, não pode destinar para outro fim. Essa destinação tem o intuito de desafogar os atendimentos na capital, Manaus, e já virou rotina para os deputados”, destacou.
Dentre as matérias legislativas aprovadas estão a que cria a Escola de Saúde Pública do Estado do Amazonas (ESPIAM); que institui o Plano de Cargos, Carreiras e Remuneração (PCCR) aos servidores de carreira da Secretaria de Estado de Desenvolvimento Econômico, Ciência, Tecnologia e Inovação (SEDECTI), ao Magistério Público Superior e dos servidores técnicos e administrativos da Universidade do Estado do Amazonas (UEA), além dos Servidores da Superintendência Estadual de Navegação, Portos e Hidrovias (SNPH).
Na pauta também, projeto que cria a Política Estadual de Atenção à Pessoa com Deficiência, o Fundo Estadual de Apoio à Pessoa com Deficiência, o Conselho Estadual dos Direitos da Pessoa com Deficiência do Amazonas e Institui a Conferência Estadual dos Direitos da Pessoa com Deficiência; que institui a Política Estadual de Transição Energética do Estado do Amazonas; que cria o Conselho Estadual de Políticas Sobre Drogas (COED), que institui a Política Estadual de Turismo, entre outras.
“Estamos com a pauta praticamente zerada, amanhã ainda teremos alguns projetos para apreciar, mas a nossa expectativa é encerrar as atividades sem pendências. Este ano de 2025 foi de muito trabalho, e o ano de 2026, com certeza, também será um ano de muita luta, compromisso e trabalho pelo Amazonas”, finalizou.
