Liquidação do Banco Pleno leva garantias do FGC a R$ 50 bi

A decisão do Banco Central do Brasil de decretar a liquidação extrajudicial do Banco Pleno S.A. deve gerar um impacto imediato de quase R$ 5 bilhões ao Fundo Garantidor de Créditos (FGC). Segundo o próprio fundo, a instituição reúne aproximadamente 160 mil credores com depósitos elegíveis à garantia, que somam R$ 4,9 bilhões.

Os pagamentos dependerão do levantamento oficial da base de dados dos credores pelo liquidante indicado pelo BC. Somente após essa etapa o FGC iniciará a liberação dos valores, que seguem as regras previstas em seu regulamento.

Com o novo caso, o volume de garantias acionadas em liquidações recentes cresce de forma significativa. Considerando os R$ 40,6 bilhões vinculados ao Banco Master e outros R$ 6,3 bilhões do Will Bank — ambos também submetidos à liquidação — o montante potencial coberto pelo fundo chega a R$ 51,8 bilhões, sem incluir eventuais linhas emergenciais concedidas às instituições.

Em seu site, o FGC publicou que “os valores garantidos, nos termos da regulamentação, serão pagos após o recebimento das informações da instituição que estão sendo consolidadas pelo Liquidante [responsável legal indicado pelo Banco Central] com o apoio do FGC”, diz trecho do comunicado. “Após essa etapa de preparação da base de dados, o pedido da garantia será finalizado pelos credores: Pessoas Físicas completarão a solicitação pelo aplicativo para celulares e Pessoas Jurídicas pelo site”, completa.

Como funciona a proteção aos depositantes

Criado em 1995, o FGC é uma entidade privada, sem fins lucrativos, formada por contribuições periódicas das instituições financeiras associadas. Atua como um mecanismo de proteção a investidores e correntistas em caso de intervenção ou falência bancária.

A cobertura é limitada a R$ 250 mil por CPF ou CNPJ, por instituição financeira. Atualmente, mais de 220 bancos participam do fundo. De acordo com dados da própria entidade, 99,6% dos clientes dessas instituições estariam integralmente protegidos dentro do teto de garantia.

Entre os produtos cobertos estão depósitos à vista e de poupança, CDBs, RDBs, LCIs, LCAs, letras de câmbio e letras hipotecárias. O CDB, um dos investimentos de renda fixa mais populares no país, consiste basicamente em um empréstimo feito pelo investidor ao banco emissor, com remuneração pactuada.

Para agilizar os pagamentos, o FGC orienta que os credores utilizem seu aplicativo oficial, por meio do qual será possível solicitar a garantia assim que a base de dados for disponibilizada.

As razões da liquidação

O Banco Central justificou a liquidação extrajudicial do conglomerado Pleno — que inclui também a Pleno Distribuidora de Títulos e Valores Mobiliários — pelo comprometimento da situação econômico-financeira da instituição. Segundo a autarquia, houve deterioração da liquidez, descumprimento de normas regulatórias e desobediência a determinações do órgão supervisor.

Classificado como instituição de pequeno porte no segmento S4 da regulação prudencial, o conglomerado detém participação reduzida no sistema: 0,04% do total de ativos e 0,05% das captações do Sistema Financeiro Nacional.

Com a decretação da liquidação, os bens de controladores e administradores tornam-se indisponíveis, medida prevista na legislação para proteger credores e apurar responsabilidades.

Conexões e efeito sistêmico

O Banco Pleno, anteriormente conhecido como Voiter, já integrou o conglomerado do Banco Master, instituição que enfrenta investigações por suspeitas de fraudes financeiras. O atual controlador do Pleno é o empresário Augusto Lima, ex-sócio de Daniel Vorcaro no Master.

Embora o peso do Pleno no sistema financeiro seja pequeno, a sequência de liquidações recentes amplia a atenção do mercado para a solidez de instituições de menor porte e para a capacidade operacional do FGC em absorver múltiplos eventos simultâneos.

Especialistas avaliam que, apesar do volume elevado, o fundo dispõe de estrutura e reservas para cumprir suas obrigações. Ainda assim, o episódio reforça a importância da supervisão prudencial e da diversificação por parte dos investidores, especialmente em aplicações de renda fixa emitidas por bancos médios e pequenos.
