A decisão do ministro do Supremo Tribunal Federal (STF), André Mendonça, que autorizou a prisão do ex-dono do Banco Master, Daniel Vorcaro, nesta quarta-feira (4), destaca que dois servidores do Banco Central agiam como “uma espécie de empregado/consultor” do empresário.
A nova fase da operação Compliance Zero, conduzida pela Polícia Federal, também resultou no afastamento de Paulo Sérgio Neves de Souza e Belline Santana, ambos servidores de carreira no BC, que ocupavam cargos estratégicos na supervisão bancária.
A PF utilizou informações obtidas em sindicância interna da autoridade monetária iniciada no final do ano passado, que já havia afastado os servidores.
Souza e Santana eram responsáveis pelo Departamento de Supervisão Bancária (Desup), órgão que atua pela estabilidade do mercado financeiro. Souza já havia ocupado a diretoria de Fiscalização do BC.
Segundo o ministro, os servidores compartilhavam documentos e orientações diretamente com Vorcaro, extrapolando as funções técnicas de suas posições. A decisão cita que: “As investigações também apontam que Daniel Bueno Vorcaro manteve interlocução direta e frequente com servidores do Banco Central, discutindo temas relacionados à situação regulatória da instituição financeira e encaminhando documentos e minutas destinados à autarquia supervisora para análise prévia”.
Paulo Sérgio, por sua vez, revisava documentos e relatórios do Banco Master antes de serem enviados ao BC, sugerindo alterações para favorecer interesses privados do banco. Belline Santana, por sua vez, prestava consultoria estratégica, discutindo a condução de processos administrativos e estratégias institucionais do Master.
Comunicação e orientação estratégica
A investigação destaca que os servidores mantinham um grupo de mensagens com Vorcaro, onde discutiam detalhadamente a situação regulatória do banco.
Mensagens transcritas mostram a organização de pagamentos para Belline Santana, com o objetivo de ocultar a natureza dos serviços prestados:
Fabiano Zettel: “- Hoje tem que pagar a primeira do Belline, ok?”
Daniel Vorcaro: “OK”
DV: “Mas veja se Leo pode pagar. E reembolsamos dia seguinte. Bem importante isso.”
Fabiano Zettel: “Na verdade ia pagar Léo e Léo pagar ele. Mas peço ele pra pagar primeiro”

Fabiano Zettel: “Belline cobrando. Paga?”
Daniel Vorcaro: “Claro”
De acordo com Mendonça, os elementos indicam atuação organizada e divisão de tarefas típica de organizações criminosas, envolvendo tanto facilitação de documentos quanto alertas sobre movimentações financeiras detectadas pelo BC.
Afastamento, restrições e monitoramento
Além de afastados, Souza e Santana estão sendo monitorados com tornozeleira eletrônica, tiveram passaportes retidos, estão proibidos de entrar no BC ou acessar seus sistemas, e não podem se comunicar com outros investigados ou testemunhas.
Santana também recebeu uma proposta formal de contratação por meio da Varajo Consultoria Empresarial, com a finalidade de justificar os pagamentos irregulares, segundo a PF.
O administrador da Varajo, Leonardo Augusto Furtado Palhares, enviou a proposta ao servidor e discutiu com integrantes do grupo, caracterizando, para a investigação, um mecanismo contratual fictício para ocultar repasses financeiros.
