Autonomia do BC foi aprovada nesta terça-feira (03) pelo Senado Federal
Um dos principais pontos previstos no projeto de autonomia do Banco Central, aprovado na noite desta terça-feira (03) pelo Senado Federal, foi garantido por emenda do senador Eduardo Braga (MDB). Além do controle inflacionário, a autoridade monetária passa a ter como atribuição fomentar o pleno emprego.
“Tenho a convicção de que precisamos ter um banco central contribuindo para a promoção do crescimento e do emprego, inclusive por meio da política de crédito. Isso dará foco ao BC, colocando o Brasil ao lado das principais grandes economias mundiais”, justificou o senador, no texto da emenda.
Recessão – Braga lembra que, “em momentos de recessão e elevado desemprego, um banco central independente não pode ignorar totalmente a situação do mercado de trabalho, aumentando juros para perseguir o objetivo único de inflação baixa, dado o custo de mais desemprego e perda de bem-estar para o conjunto da sociedade”.
O duplo comando do Banco Central vinha sendo defendido há tempos pelo líder do MDB. A definição clara dos objetivos da autoridade monetária era essencial, segundo ele, para que a concessão da autonomia formal não significasse um “cheque em branco” à autarquia.
Eduardo Braga reiterou, nas redes sociais, que aprovar a autonomia do Banco Central, com mandato fixo e regras claras para a nomeação e demissão de seus dirigentes, é fundamental para evitar pressões políticas sobre a autoridade monetária. Ele também deu seu voto favorável ao projeto que permite depósitos voluntários remunerados de instituições financeiras ao Banco Central. “Esse é um instrumento importante para dar ao BC maior capacidade de operação. Com uma expansão monetária saudável, será possível, inclusive, ampliar o repasse de crédito”, argumentou.
As duas matérias seguem agora para discussão e votação na Câmara dos Deputados.
