Começa a terceira edição Fórum Estadual das Casas Legislativas do Amazonas, nesta quarta-feira (19)

Com a proposta de reunir os representantes das Casas Legislativas do Amazonas, num
intercâmbio de experiências e difusão de conhecimentos essenciais à atividade
parlamentar, começa nesta quarta-feira (19) e segue até a quinta-feira (20), na
Assembleia Legislativa do Amazonas (Aleam), a terceira edição do Fórum Estadual das
Casas Legislativas do Amazonas (Feclam 2023). O tema do evento é "As Casas
Legislativas na Amazônia" e na agenda constam palestras que abordarão o processo
legislativo, o sistema eleitoral e a comunicação parlamentar, oficinas temáticas,
palestras e mesa redonda.

O presidente da Aleam, deputado Roberto Cidade (União Brasil), declarou ter certeza
do sucesso do evento, que já tem inscrição de mais de quinhentos participantes de
todo o Amazonas. O chefe do Poder Legislativo destaca ainda que o evento amplia as
possibilidades de qualificação e aprimoramento com a oferta de oficinas e palestras
que darão oportunidades de intercâmbio, troca de experiências e propagação de
conhecimentos relativos à atividade parlamentar. “O Feclam tem o objetivo de dar o
suporte necessário para que os legisladores possam aprender e a seguir colocar em
prática. Será mais uma edição com ampla participação e temos confiança no sucesso”,
afirmou.

O primeiro dia de atividades trará uma tarde de oficinas direcionadas exclusivamente
aos vereadores das Câmaras Municipais, quando serão abordados temas essenciais à
atividade parlamentar, como a qualidade da norma jurídica e reformas política e
eleitoral. As oito oficinas programadas ocorrerão de forma simultânea no prédio da
Escola do Legislativo José Lindoso, em três salas de aula e nos Auditórios Sônia Barreto
e João Bosco Ramos de Lima.

Após as oficinas ocorrerá, a partir das 17h, a solenidade de abertura oficial do evento,
que segue com palestras durante toda a quinta-feira (20) e oferece um Certificado de
16h aos participantes, que totaliza 553 inscritos, sendo 295 vereadores.

“O diferencial desta edição é a realização de oficinas temáticas, que permitirão um
intercâmbio de experiências. O público-alvo são os vereadores, para que tenham
argumentos e para que possam debater os temas relacionados à atividade legislativa”,
disse Adriana Pimentel, coordenadora do Feclam.

O segundo dia do Fórum, que será na quinta-feira (20), iniciará às 9h, com a palestra
“Maketing Político Digital”, apresentada por Fabricio Moser, e que terá duração de 1h
e 30min. Moser é especialista em mobilização política digital e trabalha com
estratégias inovadoras de comunicação política em todas as regiões do Brasil.

A programação da manhã, das 10h45h às 12h, terá a palestra “O julgamento das
contas do Executivo pela Câmara e o julgamento das contas das Câmaras pelo Tribunal de Contas do Estado (TCE-AM)”, com os especialistas Fábio Bandeira de Melo e Bruno
Barbirato, respectivamente presidente e vice-presidente do Instituto Amazonense de
Direito Administrativo (IADA).

A programação da tarde iniciará às 14h, com a palestra “Inovações na Legislação
Eleitoral”, com Luís Felipe Medina, membro do Colégio Permanente de Juristas da
Justiça Eleitoral (COPEJE). A palestra, que iniciará às 15h45, terá como tema
“Comunicação e Oratória para Excelência”, ministrada pelo especialista Elias Mattos, e
marcará o encerramento do Feclam 2023.

Premiação
A terceira edição do Feclam 2023 sorteará seis prêmios de R$ 20 mil às Câmaras
Municipais que participarem do evento. Poderão participar do sorteio de premiação,
as Câmaras Municipais do Interior do Amazonas que tiverem representantes, nos dois
dias de realização do Fórum.

A premiação "Câmara Municipal em Destaque" é uma forma de valorizar as Casas
Legislativas municipais que se dedicam a aprimorar sua gestão e contribuir para o
desenvolvimento do estado.

A premiação é baseada na presença dos vereadores e assessores durante o Fórum,
onde as Casas Legislativas que conseguem ter a presença maciça de seus
representantes recebem a honraria. Em caso de empate entre as casas que obtiveram
100% de presença, a quantidade de assessores presentes no evento é utilizada como
critério de desempate.
