Um projeto de lei que tramita na Câmara dos Deputados pretende criar novas regras de segurança para operações financeiras realizadas por pessoas com 60 anos ou mais. A proposta obriga bancos e instituições financeiras a oferecerem gratuitamente um mecanismo de autenticação em dois fatores assistida, com o objetivo de reduzir golpes e fraudes que têm como alvo a população idosa.
Pelo texto do Projeto de Lei 1453/26, o cliente poderá indicar uma pessoa de confiança para confirmar determinadas transações antes que elas sejam concluídas. A adesão ao sistema será facultativa, permitindo que o próprio idoso decida se deseja utilizar a ferramenta e quais operações estarão sujeitas à validação adicional.
A pessoa indicada não terá acesso ao saldo da conta, extratos bancários ou outras informações financeiras do titular. Sua função será apenas aprovar ou rejeitar as operações previamente definidas pelo cliente, funcionando como uma camada extra de proteção contra fraudes eletrônicas e golpes aplicados por criminosos.
Segundo o autor da proposta, deputado Lucas Abrahão (Rede-AP), o crescimento dos serviços bancários digitais aumentou a exposição dos idosos a práticas abusivas e crimes financeiros, tornando necessária a criação de mecanismos específicos para esse público.
O projeto será analisado pelas comissões de Defesa dos Direitos da Pessoa Idosa, de Finanças e Tributação e de Constituição e Justiça e de Cidadania da Câmara dos Deputados. Para que a medida passe a valer, ainda precisará ser aprovada pela Câmara, pelo Senado e sancionada pela Presidência da República.
Importante: as novas regras ainda não estão em vigor. Trata-se de uma proposta legislativa que, se aprovada, tornará obrigatória a oferta desse sistema de segurança pelos bancos para clientes com 60 anos ou mais.
