Auditor em SP usou falso banco em nome da mãe para ocultar propinas, diz MP

O auditor fiscal Artur Gomes da Silva Neto, investigado por suposto esquema bilionário de créditos de ICMS, é acusado pelo Ministério Público de São Paulo (MP-SP) de criar um banco de fachada para movimentar recursos suspeitos.

A instituição, registrada em nome de sua mãe, a professora aposentada Kimio Mizukami da Silva, teria servido para dar aparência de legalidade a operações financeiras ligadas ao pagamento de propinas.

O Dac Bank foi registrado em 2023, em Barueri (SP), com capital social de R$ 3,5 bilhões, mas não tinha autorização do Banco Central. Entre os sócios aparecia Celso Éder Gonzaga de Araújo, suspeito de golpes bilionários com ouro e preso na Operação Ícaro.

Após a deflagração da operação, o banco mudou de nome para Visão Suporte Administrativo.

De acordo com o MP-SP, entre julho de 2023 e agosto de 2024, o Dac Bank recebeu R$ 54 milhões da empresa Smart Tax, hoje controlada por Kimio.

O patrimônio da aposentada teria saltado de R$ 411 mil em 2021 para R$ 2 bilhões em 2023, o que levantou suspeitas dos investigadores.

O órgão afirma ainda que parte do capital social declarado pelo banco era composta por ações do Banco do Estado de Santa Catarina (Besc), extinto em 2009, o que indicaria fraude na origem dos recursos. A suspeita é de que a instituição tenha sido usada para dissimular transações ligadas a créditos de ICMS manipulados por Silva Neto na Secretaria da Fazenda de São Paulo.

Operação investigou banco e outros

A Operação Ícaro já levou à prisão provisória de empresários como Sidney Oliveira, dono da Ultrafarma, e Mario Otávio Gomes, da Fast Shop, que foram liberados mediante fiança de R$ 25 milhões e uso de tornozeleira eletrônica.

As defesas de Silva Neto, de sua mãe e de Celso Éder não foram localizadas. O auditor e Kimio seriam ouvidos nesta quarta-feira (20), mas pediram adiamento do depoimento. O MP-SP não descarta novas prisões.
