O Instituto de Proteção Ambiental do Amazonas (Ipaam) firmou, nesta quinta-feira (23/04), um Termo de Cooperação Técnica com a Prefeitura de Manaquiri (a 60 km de Manaus) com o objetivo de fortalecer a gestão ambiental no município, por meio da atuação integrada entre os órgãos. A cooperação estabelece bases para o desenvolvimento de ações conjuntas em áreas estratégicas, como educação ambiental, monitoramento, fiscalização e controle.
A formalização do termo ocorreu na sede do Ipaam, na zona centro-sul de Manaus, e reuniu representantes das duas instituições. O instrumento cria bases institucionais que permitem maior agilidade na execução de projetos e ações em campo, além de ampliar a troca de informações técnicas entre Estado e município.
Na prática, a parceria deve contribuir para uma fiscalização mais eficiente, melhor planejamento ambiental e maior alcance das ações de orientação e sensibilização junto à população e aos empreendimentos locais.
O diretor-presidente do Ipaam, Gustavo Picanço, destacou que a assinatura do termo reforça a aproximação com os municípios e amplia a atuação integrada na gestão ambiental. “Hoje, assinamos mais um ACT [Acordo de Cooperação Técnica]. Isso é uma marca registrada na nossa gestão, porque hoje nós estamos cada vez mais próximos dos municípios, próximos na fiscalização, na orientação e na educação ambiental”, afirmou.
Na mesma linha, o prefeito de Manaquiri, Nelson Nilo, ressaltou que o documento representa um avanço para o município, especialmente no apoio aos produtores e na organização das demandas locais. “É de grande importância para o município esse nosso acordo técnico, para a gente ter base e destravar alguns impasses, ajudando o nosso produtor rural”, destacou.
Fortalecimento
Entre os principais benefícios do termo estão o compartilhamento de dados e estudos estratégicos, a integração das equipes técnicas para atuação em campo e a realização de capacitações conjuntas. A iniciativa também incentiva a adoção de boas práticas socioambientais e fortalece a atuação preventiva, reduzindo a ocorrência de infrações ambientais.
O documento também prevê apoio operacional da Prefeitura de Manaquiri às ações realizadas no município, o que deve facilitar a logística das fiscalizações e ampliar a presença institucional nas áreas prioritárias. Além disso, a parceria permite identificar com mais precisão regiões que demandam atenção, tornando as ações mais direcionadas e eficazes.
Atuação integrada
O termo não prevê repasse de competências, especialmente no licenciamento ambiental, que permanece sob responsabilidade de cada ente conforme a legislação vigente. A cooperação ocorre em regime de apoio técnico, operacional e institucional, respeitando a autonomia de cada órgão.
A execução das atividades terá início após a elaboração e aprovação de um plano de trabalho conjunto, que irá definir metas, cronograma e responsabilidades. O acompanhamento será feito de forma integrada, com monitoramento contínuo das ações e avaliação dos resultados.
Nos últimos meses, o Ipaam também firmou acordos com municípios como Codajás, Presidente Figueiredo, Benjamin Constant e Boca do Acre, ampliando a atuação conjunta e fortalecendo a gestão ambiental em diferentes regiões do estado.
O Termo de Cooperação Técnica tem vigência de cinco anos, podendo ser prorrogado, e deve contribuir para o fortalecimento da governança ambiental em Manaquiri, com foco na prevenção de irregularidades e na promoção do uso sustentável dos recursos naturais.
