O Banco Central decretou nesta manhã de quarta-feira (18) a liquidação extrajudicial do conglomerado prudencial do Banco Pleno, instituição controlada pelo ex-CEO e ex-sócio do Banco Master, Augusto Ferreira Lima, conhecido como Guga Lima.
Segundo a autarquia, a medida foi motivada pelo “comprometimento da situação econômico-financeira”, com deterioração da liquidez, além de infrações às normas que regem a atividade bancária e descumprimento de determinações do regulador.
Embora o grupo seja considerado de pequeno porte — com 0,04% do total de ativos e 0,05% das captações do Sistema Financeiro Nacional (SFN) — a decisão tem peso simbólico por envolver um nome associado a um dos episódios mais controversos recentes do mercado financeiro.
O Banco Central informou ainda que continuará apurando responsabilidades e que os bens dos controladores e administradores ficam indisponíveis, conforme prevê a legislação aplicável.
Da aquisição do Voiter ao nascimento do Pleno
O episódio marca mais um capítulo na reconfiguração societária iniciada em 2024, quando o Banco Central aprovou a aquisição do Banco Voiter — antigo Indusval — pelo Banco Master.
Em julho de 2025, a autoridade monetária autorizou que Augusto Ferreira Lima comprasse o Voiter de Daniel Vorcaro, ex-dono do Master. A instituição foi rebatizada como Banco Pleno S.A., consolidando a transição do ativo para uma nova estrutura de controle.
Operação Compliance Zero e o rombo bilionário
A decisão também reacende o histórico recente envolvendo Lima. Ele foi preso no âmbito da Operação Compliance Zero, que investigou a emissão de títulos de crédito fraudulentos relacionados ao Banco Master.
As apurações apontam para uma fraude estimada em R$ 12 bilhões. Em meio à crise de liquidez, a instituição teria tentado vender ativos problemáticos ao Banco Regional de Brasília (BRB) como forma de recompor o caixa.
O caso colocou o Banco Master no centro de um escândalo que mobilizou autoridades regulatórias e políticas, ampliando o escrutínio sobre práticas de governança e controles internos.
Relações políticas e preocupação no Planalto
Baiano, o empresário baiano Guga Lima venceu, em 2018, licitação para aquisição da Empresa Baiana de Alimentos (Ebal) e estruturou o CredCesta, cartão de crédito consignado voltado principalmente a servidores públicos, com juros abaixo da média de mercado, segundo informações de reportagem da CNN. À época, o ministro-chefe da Casa Civil, Rui Costa, era governador da Bahia e o senador Jaques Wagner comandava a Secretaria de Desenvolvimento Econômico do estado.
O modelo foi posteriormente replicado em outros estados e acabou integrado ao Banco Master em 2020, quando Lima ingressou na sociedade levando o CredCesta, que se tornaria um dos principais ativos da instituição.

O Banco Central decretou hoje, 18 de fevereiro de 2026, a liquidação extrajudicial do Banco Pleno S.A., com a extensão do regime especial à Pleno Distribuidora Títulos e Valores Mobiliário S.A., entidades integrantes do conglomerado prudencial Pleno.
Trata-se de conglomerado de porte pequeno e enquadrado no segmento S4 da regulação prudencial, tendo como instituição líder o Banco Pleno.
O conglomerado detém 0,04% do ativo total e 0,05% das captações totais do Sistema Financeiro Nacional (SFN).
A liquidação extrajudicial foi motivada pelo comprometimento da situação econômico-financeira da instituição, com deterioração da situação de liquidez, bem como por infringência às normas que disciplinam a sua atividade e inobservância das determinações do Banco Central do Brasil.
O Banco Central continuará tomando todas as medidas cabíveis para apurar as responsabilidades nos termos de suas competências legais. O resultado das apurações poderá levar à aplicação de medidas sancionadoras de caráter administrativo e a comunicações às autoridades competentes, observadas as disposições legais aplicáveis. Nos termos da lei, ficam indisponíveis os bens dos controladores e dos administradores da instituição objeto da liquidação decretada.
