Eduardo Cunha usa emenda de deputado para mandar R$ 1 milhão a cidade onde busca votos

(Folhapress) – O ex-presidente da Câmara dos Deputados Eduardo Cunha (Republicanos) enviou uma emenda de R$ 1 milhão para a cidade de João Pinheiro, no noroeste de Minas Gerais, onde busca votos para voltar à política neste ano como deputado federal.

Sem mandato desde 2016, quando foi cassado, Cunha não tem direito a emendas parlamentares, mas conseguiu a “gentileza”, nas palavras dele, com o líder do Republicanos na Câmara dos Deputados, Gilberto Abramo (MG).

A emenda no valor de R$ 1.050.000 foi paga em 6 de novembro ao Fundo Municipal de Saúde de João Pinheiro. O Portal da Transparência indica tratar-se de uma emenda da Comissão de Saúde da Câmara dos Deputados solicitada por Abramo.

Cunha afirma que não tem nenhum acordo com o líder do Republicanos. Ele diz que o deputado foi apenas gentil e que espera poder retribuir.

“Consegui a emenda através do líder do partido ao qual ainda estou filiado, o Republicanos, que é deputado por Minas Gerais e que direcionou a emenda dele para atender a demanda. Apenas ele foi gentil e atendeu a minha demanda, espero poder retribuir a gentileza”, diz.

Turbinadas com o fim das emendas de relator, as emendas de comissão se tornaram um dos alvos centrais do ministro do STF (Supremo Tribunal Federal) Flávio Dino por conta da falta de transparência. Mesmo apadrinhados formalmente por líderes partidários, os recursos podem atender a pedidos feitos por outros parlamentares por meio de acordos políticos. Abramo não respondeu aos contatos da reportagem até a publicação deste texto.

O prefeito de João Pinheiro, Gláucon Cardoso (Novo), gravou um vídeo em que agradece a Cunha e diz que o ex-presidente da Câmara prometeu mais R$ 1 milhão.

“Alô doutor Eduardo Cunha, aqui é Gláucon, prefeito de João Pinheiro. Passando para lhe agradecer pelos investimentos em João Pinheiro, por confiar no nosso município. O senhor adquiriu duas emissoras de rádio, já fez uma emenda aqui pra gente, colocou R$ 1.050.000. E já tem uma promessa, que eu estou sabendo, de mais de R$ 1 milhão.”

Procurado pela reportagem, Gláucon disse apenas que a emenda foi obtida por meio do presidente da Câmara Municipal, vereador Guilherme Coxa (PP). “Foi através de um vereador. Simplesmente, agradeci pelo recurso. É recurso para a saúde”, afirma.

Coxa conta ter se encontrado três vezes com Cunha, a primeira delas em agosto em Brasília no gabinete na Câmara dos Deputados da filha dele, a deputada Dani Cunha (União Brasil-RJ).

O vereador diz que pediu recursos e maquinários agrícolas para o município junto com o colega Uilian Motorista (Cidadania), vice-presidente da Câmara Municipal, e o assessor de Cunha em João Pinheiro, Wellington Casagrande.

Coxa elogia Cunha por ter conseguido atender a cidade pouco mais de três meses depois e diz acreditar que ele será bem votado na região. “Ele já mandou esse R$ 1.050.000 sem ser deputado. Pensa ele deputado, o que ele não vai fazer aqui para o pessoal da nossa região. Mesmo estando fora da política e não sendo deputado de mandato, ele tem um relacionamento muito grande”, afirma.

“Acredito que ele vai ser muito bem votado aqui na nossa cidade pelo que ele já vem fazendo, os investimentos que ele fez, adquirindo duas rádios aqui na nossa cidade. Ele está batendo forte nisso e a comunidade evangélica é muito unida.”

Após mais de 40 anos de vida política no Rio de Janeiro, Cunha tem feito uma ofensiva em Minas Gerais para tentar voltar ao Congresso sem dividir os votos fluminenses com a filha. A estratégia envolve aliança com lideranças locais e a compra de estações de rádio para distribuição de conteúdo gospel. Só em João Pinheiro, município de 49 mil habitantes a 450 km de Belo Horizonte foram duas.

Cunha tem um programa semanal na rede de rádios e participa das promoções. Na última semana, entregou a um ouvinte a chave de um carro que havia sido sorteado.

Nas conversas com prefeitos e vereadores, ressalta o impeachment da ex-presidente Dilma Rousseff (PT), aberto por ele em 2015, e afirma ter tido coragem para enfrentar o PT, segundo relatos. Ele passou mais de três anos preso em decorrência de investigação na Operação Lava Jato.

Hoje, o ex-presidente da Câmara diz estar “correndo por todo lado” e percorrendo Minas inteira. “Não busco muito voto em lugar nenhum e sim um pouco em cada lugar”, afirma, citando os municípios de Uberaba, Uberlândia, Juiz de Fora e Governador Valadares, que estão em diferentes regiões do estado.
Questionado sobre a informação de que teria anunciado mais recursos, afirmou que não promete nada. “Apenas me esforço para tentar ajudar. Se o esforço der certo, aí consegue-se mais”, diz.

A Câmara Municipal de João Pinheiro criou emendas impositivas (cujo pagamento é obrigatório por parte do prefeito) no ano passado. Cada vereador passou a ter direito a R$ 200 mil —ou seja, a um quinto do valor obtido de uma só vez por meio da emenda da Comissão de Saúde da Câmara dos Deputados.
