Evasão Escolar: Deputado Roberto Cidade apresenta PL para evitar que crianças e adolescentes saiam das escolas

Apesar dos investimentos na educação básica, muitas crianças e jovens ainda se encontram fora da escola ou em risco de evasão. Para tentar resolver ou minimizar essa deficiência, o Presidente da Assembleia Legislativa do Amazonas (Aleam), deputado Roberto Cidade (PV), apresentou o Projeto de Lei n. 321/2021 que institui a Política de Busca Ativa de crianças e jovens em idade própria para a educação básica obrigatória no Amazonas.

Para Roberto Cidade, são inúmeros os motivos que levam à evasão dos alunos, mas o principal é a questão de emprego. De acordo com uma pesquisa da Secretaria de Educação (Seduc), pelo menos 21,7% dos alunos deixam a escola por conta do emprego, 14,1% relacionados à gravidez, 12,2% para cuidar da família e 10,3% por falta de vontade de estudar.

“São tantas dificuldades que levam um aluno a deixar a vida escolar, mas conciliar os estudos com o emprego é a principal delas. Com esse projeto pretendemos diminuir a evasão escolar, bem como, garantir que nossas crianças e jovens tenham acesso à educação de qualidade, buscando soluções eficientes para tornar o ambiente escolar mais atrativo a todos”, justificou o parlamentar.

Segundo o PL, a Política de Busca Ativa vai assegurar o acesso universal das crianças e jovens de 06 (seis) a 17 (dezessete) anos à educação básica obrigatória, compreendendo a educação pré-escolar e os ensinos fundamental e médio.

Evasão por escolha

Cidade destacou um ponto importante: a evasão por escolha familiar, que é quando o os pais ou responsáveis pela criança ou jovem optam pelo trabalho infantil, problemática comumente encontrada no interior do nosso Estado.

“Nesta ocasião, a criança ou jovem, por escolha própria ou dos pais, abandona o convívio escolar para ajudar nos afazeres diários da família ou na labuta que gera o sustento familiar”, pontuou.

No entanto, para isso, o PL traça ainda as estratégias a serem adotas para a busca ativa, entre elas a formação de comitês intersetoriais, integrados por representantes das áreas de Educação, Assistência Social, Saúde e de Garantias dos Direitos da Criança e do Adolescente.

Após a formação de equipes, será criada uma base de dados e mapas de geoprocessamento que orientem a busca ativa nas diversas localidades da cidade analisada, bem como a identificação, registro, controle e acompanhamento de crianças e adolescentes que estão fora da escola ou em risco de evasão, determina o projeto.

O projeto de Lei cumpre pauta de tramitação na Assembleia Legislativa e caso aprovado, o Poder Executivo regulamentará as normas e procedimentos a serem adotados para o devido cumprimento da Lei.
