Diante da resistência para instalar uma CPI específica sobre o escândalo do Banco Master tanto na Câmara dos Deputados quanto no Senado, parlamentares passaram a articular caminhos alternativos para manter a investigação em andamento com a retomada dos trabalhos legislativos. As duas principais vias em debate são a CPMI do INSS e a CPI do Crime Organizado, ambas vistas como instrumentos capazes de absorver parte relevante dos fatos sob suspeita.
A avaliação nos bastidores é de que, neste momento, não há ambiente político para uma CPI exclusiva do Banco Master. O ICL Notícias já havia mostrado que parte dessa resistência passa pela condução do tema na Câmara dos Deputados.
Reportagem publicada anteriormente apontou que o presidente da Casa, Hugo Motta, vinha segurando o pedido de CPI do Banco Master em uma fila de requerimentos, o que, na prática, impede o avanço da iniciativa mesmo com apoio parlamentar. Lideranças partidárias citam dificuldades para reunir assinaturas, pressão de setores econômicos e receio de desgaste institucional. O resultado prático foi o travamento da iniciativa nas duas Casas, o que levou os parlamentares a buscar alternativas regimentais.
No caso da CPMI do INSS, a estratégia é enquadrar as suspeitas envolvendo o banco dentro do escopo já definido da comissão, que apura fraudes bilionárias relacionadas a descontos indevidos em benefícios previdenciários, convênios suspeitos e a atuação de intermediários financeiros. Parlamentares avaliam que há pontos de contato diretos entre esses desvios e operações financeiras sob investigação.
Esse entendimento foi reforçado pelo deputado Alencar Santana (PT-SP), integrante da comissão. Em conversa com o ICL Notícias, o parlamentar foi direto ao afirmar que “dentro das possibilidades e dentro do instrumento e do objeto de apuração da CPMI do INSS, a comissão deve sim investigar os fatos que possam conectar o desvio do dinheiro de aposentados e pensionistas com a fraude comandada pelo banqueiro Daniel Vorcaro”, segundo investigação da Polícia Federal.
Paralelamente, a CPI do Crime Organizado aparece como outra frente considerada viável. O foco da comissão é a atuação de organizações criminosas, inclusive por meio do sistema financeiro, com atenção especial a práticas de lavagem de dinheiro e uso de estruturas bancárias para ocultação de recursos.
Nos bastidores, integrantes do grupo defendem que as suspeitas envolvendo o Banco Master se encaixam nesse escopo, o que permitiria convocações, quebras de sigilo e pedidos de informação sem a criação de uma nova CPI.
A leitura política é pragmática: ao diluir o foco em comissões com objeto mais amplo, as resistências diminuem e o custo político para líderes partidários se reduz. Além disso, essas comissões já estão instaladas ou em fase avançada, o que acelera a produção de requerimentos e a solicitação de dados a órgãos como Banco Central, Coaf e Polícia Federal.
Primeiras reuniões do legislativo
Com a retomada do calendário legislativo, a expectativa é de que requerimentos sejam apresentados logo nas primeiras reuniões. O senador Eduardo Girão (Novo-CE) afirmou ao ICL Notícias que há uma ofensiva simultânea em diferentes frentes. “Não apenas na frente da CPMI do INSS, mas também na questão do crime organizado. Vários requerimentos, inclusive eu estou entrando com outros hoje também”, disse.
Girão também afirmou que o relator da CPI do Crime Organizado, senador Alessandro Vieira, já sinalizou disposição para aprofundar investigações em casos sensíveis. Segundo Girão, o relator teria defendido uma “imersão nesses casos”, citando inclusive o episódio envolvendo o resort ligado a familiares do ministro Dias Toffoli, o que abriria espaço para avançar sobre esquemas financeiros complexos. Para Girão, esse contexto fortalece o enquadramento do caso Banco Master dentro do escopo da comissão.
O senador também afirmou que o pedido de CPI do Banco Master no Senado já conta com 46 assinaturas. Girão é o autor do requerimento no Senado, que já atingiu o número mínimo necessário para instalação da comissão.
“Nós já temos 46 assinaturas, um assinou ontem à noite, e esperamos a abertura”, afirmou. Segundo ele, a abertura da comissão depende agora de decisão do presidente do Senado, Davi Alcolumbre, que não teria se sensibilizado com os pedidos de suspensão do recesso feitos por parlamentares diante da sucessão de escândalos. A expectativa, segundo Girão, é de que o tema volte à pauta com o fim do recesso.
Além disso, Girão ressaltou que há uma articulação paralela para uma CPMI envolvendo Câmara e Senado, puxada por deputados federais de campos ideológicos distintos. “Olha que simbólico: um da direita, que é o Carlos Jordy, e outro da esquerda, que é a Heloísa Helena. Isso mostra que o assunto é suprapartidário”, disse. Para Girão, a prioridade é abrir ao menos uma dessas frentes para garantir a apuração dos fatos, ainda que a CPI exclusiva encontre resistências institucionais.
A cobrança por uma apuração aprofundada também é feita pelo deputado Rodrigo Rollemberg (PSB-DF), que conversou com o ICL Notícias. Rollemberg é o responsável pelo requerimento de abertura de CPI na Câmara dos Deputados, que também já alcançou o número mínimo de assinaturas exigido pelo regimento. Para ele, a sociedade brasileira tem o direito de obter respostas sobre o caso.
“Eu entendo que a sociedade brasileira merece e quer explicações e esclarecimentos sobre tudo o que aconteceu em relação ao Banco Master, em relação ao BRB e em relação aos fundos de previdência do Rio de Janeiro. A população tem o direito de saber”, afirmou.
Segundo o parlamentar, a instalação de uma CPI seria o caminho mais adequado para atender a essa demanda. Ainda assim, ele admite a utilização de outras frentes investigativas, desde que não haja esvaziamento político.
“Se o Congresso Nacional quiser se aproximar dos desejos da população, ele tem que fazer CPI. Agora, se por uma decisão do presidente da Câmara ou do Senado não for ter CPI do Banco Master e essa investigação for feita na CPI do INSS, menos mal, desde que efetivamente seja feita uma investigação, que não se coloque panos quentes, que não se busque preservar ninguém, que a gente possa ter toda a verdade aflorada e revelada para a população brasileira”, disse.
Outro integrante da CPMI do INSS, o deputado Rogério Correia (PT-MG), afirmou ao ICL Notícias que a tentativa de avançar sobre o caso dentro da comissão encontra resistências políticas claras. Segundo ele, a apuração envolvendo o Banco Master atinge interesses sensíveis.
“No caso da CPMI do INSS, nós temos limites. Primeiro porque esse caso do Banco Master pega de frente. Daniel Vorcaro e Fabiano Zettel são ligados à Igreja da Lagoinha. Não há como investigar o Banco Master sem chegar na Igreja da Lagoinha”, afirmou.
Correia disse ainda que há um bloqueio interno para aprofundar essa linha de investigação. “O presidente da CPMI é da Igreja da Lagoinha, frequenta lá e foi apoiado por esse grupo. Então eles estão boicotando qualquer investigação sobre isso”, disse. Apesar das dificuldades, o deputado afirmou que os requerimentos já foram apresentados e que a oposição ao avanço do tema não impedirá novas tentativas.
O parlamentar também citou outros focos de resistência política. “O Banco Master entra em confronto com o governador do Rio de Janeiro, Cláudio Castro, e com o governador Ibaneis Rocha. Aí você vai ter resistência da extrema direita, evidentemente”, afirmou.
Ele mencionou ainda denúncias envolvendo outros estados e figuras do governo Bolsonaro. “Veio agora uma denúncia séria envolvendo o Rio Grande do Norte e um ex-ministro do Bolsonaro. Isso tudo está nos nossos requerimentos”, disse.
Para Correia, a estratégia de setores contrários à investigação é desviar o foco da comissão. “Eles querem insistir em narrativas irreais, como irmão do Lula, filho do Lula, tudo já desmentido. É uma agitação para desviar o assunto”, afirmou. Segundo ele, mesmo diante do cenário de boicote, a bancada pretende insistir. “Vamos tentar fazer algum tipo de investigação por dentro da CPMI do INSS. Vamos ver se é possível arrancar alguma coisa de lá ou cá”, concluiu.
O vice-presidente da CPMI do INSS, o deputado Duarte Jr. (PSB-MA), também defendeu o aprofundamento das investigações envolvendo o Banco Master dentro da comissão. Em conversa com o ICL Notícias, ele afirmou que os desdobramentos mais recentes do caso extrapolam o âmbito bancário e representam risco direto ao interesse público.
“Os fatos mais recentes envolvendo o Banco Master tiveram repercussão em todo o território nacional. Isso exige uma atenção muito especial do Congresso com base nas investigações da Polícia Federal”, disse.
Segundo Duarte Jr., a dimensão previdenciária do caso impõe urgência. “Quase 1 bilhão de reais em títulos previdenciários foi emitido pelo Banco Master. Isso deixa claro que o problema não é apenas bancário. Há um grave risco à proteção dos aposentados e à confiabilidade do sistema financeiro”, afirmou. Ele destacou que os fatos investigados se conectam diretamente à segunda fase da operação Compliance Zero, da Polícia Federal.
O deputado ressaltou ainda a dimensão das medidas judiciais já adotadas. “Foram 42 mandados de busca e apreensão cumpridos em vários estados da Federação, e a Justiça determinou o bloqueio de mais de 5,7 bilhões de reais em bens e valores. Isso é fundamental para que a gente tenha condições de devolver todo o dinheiro que foi roubado dos aposentados brasileiros”, disse.
Para Duarte Jr., diante dos indícios já levantados, não há espaço para inação. “As investigações apontam crimes graves, como gestão fraudulenta, fraude ao sistema financeiro, organização criminosa e lavagem de dinheiro. É preciso ter responsabilidade e senso de urgência”, afirmou. Segundo ele, a CPMI do INSS já possui em seu escopo a apuração de fraudes envolvendo instituições financeiras e a subtração de recursos previdenciários.
“Com a retomada dos trabalhos, agora no início de fevereiro, nós vamos avançar com as investigações nas instituições financeiras, em especial no Banco Master, para cobrar responsabilidades e garantir que ninguém esteja acima da lei”, disse. O parlamentar concluiu afirmando que o Congresso precisa agir de forma complementar às investigações em curso. “A Polícia Federal está fazendo a parte dela. O Congresso precisa fazer a sua. Podem contar comigo de forma intransigente, na defesa da transparência e da justiça”, concluiu.
A deputada Adriana Ventura (Novo-SP), também integrante da CPMI do INSS, afirmou ao ICL Notícias que a comissão é, hoje, uma alternativa concreta para avançar sobre o que ela classifica como “roubalheira” envolvendo o Banco Master. “Em relação à CPMI do INSS, com toda a certeza ela é uma alternativa para adentrar a essa roubalheira do Banco Master”, disse.
A parlamentar ponderou, no entanto, que o tempo é um fator limitador. “Em que pese o pouco tempo, uma vez que, se ela não for prorrogada, acaba em 31 de março, ainda tem muita coisa para ser investigada”, afirmou. Segundo Ventura, mesmo antes da fase do crédito consignado, já há elementos suficientes para alcançar o banco. “À parte do consignado, o Banco Master é alcançado de maneira explícita e por várias razões”, disse.
“Já saiu reportagem mostrando que mais de 250 mil fraudes de consignados são do Banco Master. Existem muitos indícios de fraude”, afirmou. Ela também mencionou outras frentes que, segundo ela, tendem a ganhar repercussão. “Tem ainda a questão do PicPay, dos irmãos Batista, que estava negociando a compra de ativos do Banco Master. Isso é algo que ainda vai explodir”, disse.
Por fim, a deputada afirmou que a CPMI pode avançar sobre relações que, segundo ela, setores do poder preferem manter ocultas. “Existe uma relação promíscua do Banco Master com políticos e ministros do Supremo Tribunal Federal. São relações muito podres”, afirmou. Para Ventura, mesmo que a CPI do Master não avance, a CPMI do INSS tem um papel a cumprir. “Ela pode adentrar e aprofundar questões que talvez muitos políticos e autoridades queiram esconder”, concluiu.

Today, I went to the beach with my kids. I found a sea shell and gave it to my 4 year old daughter and said “You can hear the ocean if you put this to your ear.” She put the shell to her ear and screamed.
