O caso do banco Master é muito ilustrativo de como “realmente” funciona a corrupção entre nós. O país (des)aprendeu, com seus pensadores mais importantes e influentes até hoje, que o “problema do Brasil” é o patrimonialismo. A tese do patrimonialismo burocrático, significando que os servidores e operadores do Estado criam um estamento autorreferido que parasita a sociedade, é a resposta da elite à questão essencial de um país desigual como o nosso: explicar como o povo é pobre num país rico. A culpa é do Estado e da política. De uma tacada só se estigmatiza o Estado, única instituição capaz de limitar e regular o mercado, deixando-o frágil para ser tomado pelo mercado, e se desmoraliza a política vista como saque da população desmoralizando a participação popular.
Como acontece corriqueiramente com as ideologias, ocorre aqui uma inversão absoluta entre causa e efeito. Na verdade, a elite de proprietários do mercado é a que deixa todo mundo pobre. Mas para este desiderato ela tem que “comprar” o Estado e seus operadores. O Estado é muito mais do que o fisco e o orçamento publico. O Estado é também administração da justiça, o que envolve o controle policial e o monopólio da violência legitima. O Estado também é a produção de leis de interesse da mesma elite, controle dos preços macroeconômicos por meio do banco central, dentre outros inúmeras dispositivos de poder e comando.
No Brasil, a sanha do saque elitista sobre a população indefesa sempre exigiu o controle do Estado e de seus mecanismos. Na realidade o monopólio do Estado é o verdadeiro negócio das nossas elites. Desde o século XIX as estratégias familiares de acumulação de patrimônio exigem que um filho siga tocando os negócios, enquanto os outros vão ser políticos e juízes. Passa a existir uma blindagem política e jurídica para que os negócios, muito especialmente os escusos, progridam.
Com a modernização e industrialização, os suportes jurídicos e políticos da acumulação de riquezas, não necessariamente precisam ser da própria família. A dominação se torna então “impessoal”. O que eles precisam é respeitar o mesmo esquema vigente há séculos, agora acrescido de um elemento novo fundamental para qualquer dominação econômica e social moderna: a imprensa.
O caso do banco Master mostra esse esquema funcionando à luz do dia. Primeiro as relações com deputados e governadores para privatizar a riqueza publica. Depois, a compra de juízes – que não precisam estar em contrato, basta que seja uma gorda conta em um paraíso fiscal – e terceiro a compra da imprensa para uma cobertura favorável. O banco Master é o resumo fiel de como a real corrupção funciona. Juízes, políticos e jornalistas não são os protagonistas. Eles são os “aviãozinho do tráfico”, os paus mandados da corrupção real que ficam com um pedagio, uma propina que é sempre uma fração relativamente pequena do patrimônio privado construído ilegalmente.
Ao inverter a causalidade social real, e aqui entra o real trabalho da imprensa, se invisibiliza o saque dos donos do mercado. É essa invisibilização que garante a continuação “ad infinitum” do esquema secular de exploração dominante. Sem este dado estrutural fundamental o que resta é a acusação abstrata ao Estado e à política, o que faz, curiosamente, com que todo o esquema funcione de modo renovado todo os dias. O mercado quando rouba sequer é percebido como roubo pela população. Só a corrupção política é percebida, para que se crie o bode expiatório perfeito que torna o esquema real invisível e eterno. E a invisibilidade é o principal dispositivo de poder. Se é invisível não existe crítica possível, então a prática social continua infinitamente sem barreiras. O que a elite precisa é de juízes, políticos e jornalistas que possam ser comprados. O banco Master não é, portanto, uma exceção, mas muito ao contrário a norma. Ele espelha as entranhas do mecanismo real de poder secular no nosso país que mantem alguns poucos na riqueza e o resto da população na miséria.
